Pennsylvania manages its elk hunting opportunities through designated elk hunt zones. When a hunter applies for an elk license, the hunt zone can be an important part of the application and ultimately determines where that hunter is permitted to pursue elk if selected.
Not all Pennsylvania elk country is the same. Terrain, road access, public land, private property, elk movement and hunting pressure can vary from one area to another.

The Pennsylvania Game Commission updated and reorganized Pennsylvania's elk hunt zones for the 2026 hunting season.

What Makes One Pennsylvania Elk Zone Different From Another?
A zone number alone does not tell the whole story. Several factors can affect how a Pennsylvania elk hunt develops.
Public and Private Land
The amount and location of public and private property can vary throughout Pennsylvania elk country. Understanding where you can legally hunt and how you can access an area is an important part of hunt preparation.
Road and Trail Access
Road systems, trails and access points can influence how a hunter approaches an area and how difficult it may be to recover an elk after a successful hunt.
Terrain
Pennsylvania elk country can include steep mountains, timber, open areas, fields, benches and drainages. Terrain can affect visibility, elk movement and the physical demands of the hunt.
Elk Movement
Elk do not remain in one location simply because they were seen there earlier in the year. Weather, food, breeding activity and hunting pressure can all influence where elk are found.
Hunting Pressure
Other hunters and human activity can change elk behavior once a season begins. A successful plan may need to change as animals react to pressure.
Recovery Considerations
An adult elk is a large animal. Terrain, distance from a road and available access should be considered before the shot as well as after it.
Private Land Access in PA Elk Zones 306, 307 and 308
Pennsylvania elk hunt zones can contain a mixture of public and private property. Drawing a tag for a particular zone does not automatically provide access to every property within that zone.
While PA Backcountry Outfitters can guide hunters throughout Pennsylvania elk country based on the zone they are awarded, some of our strongest established private land access is concentrated in zones 306, 307 and 308. Through landowner relationships developed over approximately 10 years, our guide team has priority access to approximately 5,000 acres across 12 private properties in these three zones.
Our guide team receives priority access to these properties for elk hunting. Following a successful bull harvest, individual landowners may grant access to additional guides at their discretion.
The value of these relationships goes beyond acreage. They provide opportunities for preseason scouting, trail camera monitoring and firsthand observation of elk activity on properties that include food plots and managed habitat used by elk.

Choosing a Pennsylvania Elk Zone When You Apply
Pennsylvania elk applicants should look beyond a zone number when making their selections.
The amount of public and private land, road access, terrain and the type of hunting experience you want should all be considered. License allocations and available opportunities can also differ by season, sex and hunt zone.
Current Pennsylvania elk applicants can select multiple combinations of season, license type and hunt zone on their application. Because the application system and available opportunities can change, hunters should review current Pennsylvania Game Commission information before submitting an application.
After You Draw a Pennsylvania Elk Zone
Once the drawing is complete, the focus changes to preparing for the Pennsylvania elk zone you were awarded.
That is when detailed preparation becomes especially important. Our guides can begin evaluating access, scouting current elk activity and developing a hunt strategy around the specific Pennsylvania elk zone, season and hunter.
